Anti-corruption Policy for Huawei Partners

It upholds the principles of conducting business with integrity, maintaining a strong sense of business ethics, and complying with all applicable laws and regulations. Huawei has a “zero-tolerance” approach to corruption and requires its partners to comply with its anti-corruption policies, which include a prohibition on bribery, accurate record-keeping, and the implementation of their own compliance management systems.

Huawei requires all of its Partners, including suppliers, service providers, subcontractors, distributors, agents, consultants, ecosystem partners, and other partners, to comply with all applicable anti-corruption laws and regulations, generally-accepted business ethics, and requirements arising from the Anti-Corruption Policy for Huawei Partners (“this Policy”).

Partners must report any offers of bribes from Huawei employees and are required to report violations to Huawei. Violations can lead to the suspension or termination of the partnership and potential legal liability for the partner.

Partner requirements

No bribery: Partners are forbidden from engaging in any form of bribery, including offering bribes to Huawei employees or public officials to gain business advantages.
Accurate record-keeping: Partners must maintain authentic, accurate, and complete books and records, prohibiting false or misleading entries.
Compliance management: Partners must establish and implement their own effective compliance management systems to ensure compliance with anti-corruption requirements.
Reporting: Partners must refuse any offers of bribes from Huawei employees and report them to Huawei. They must also report any violations of Huawei’s policies.
Compliance with Huawei’s policy: Partners are required to comply with Huawei’s Anti-corruption Policy for Huawei Partners, including contractual clauses and supervision procedures.

Consequences for violations

  • Huawei can suspend or terminate a partnership immediately if a partner violates the policy or provides false information.
  • Huawei reserves the right to hold the partner legally liable for violations.

Reporting violations

  • Huawei states it will protect whistleblowers from retaliation by keeping their identities confidential to the extent possible.
